Guest Speaker: Oscar Avalle
Oscar A. Avalle was appointed as World Bank Representative in Guatemala in November 2011. His assignment before Guatemala was as Representative in Bolivia between 2008 and 2011; he was also at the World Bank Office at the United Nations in New York, where he served as Representative from 2006 to 2008. He previously served as Operations Officer for Bolivia, Ecuador, Peru and Venezuela, based in Lima, Peru, and as a Special Assistant to the Vice President for Latin America and the Caribbean from 1998 to 2003. Until 1998, he worked in the Global Environment Facility (GEF), the financial mechanism supporting developing countries to respond to environmental challenges.
Before working at the World Bank, Oscar Avalle was a career diplomat from Argentina, representing his country at the United Nations between 1991 and 1996 in the negotiations related to sustainable development and humanitarian affairs. Among others, he served in the Argentina delegation in Rio, UNCED, the Convention on Climate Change and the Convention on Biodiversity.
He earned a Masters in Business Administration from Georgetown University and a Masters in Political Science, Diplomacy and International Relations at the Catholic University of Argentina and the Foreign Service Institute of Argentina Chancellery. He dictates classes at the University of Vermont and has contributed with intellectual books and articles on UN reforms and sustainable development.
